Abstract: The weakening of national border has created conditions for the free communications among cross-border nationalities between Yunan Province and Vietnam,which has cultivated strong nationality identity among border citizens.The sudden outbreak of the war deteriorated the Sino-Vietnam relations,many border citizens thus became refugees without a citizenship.The lost of survival rights has made the Yunan-Vietnam border citizens regain clearer national sentiments,and wish for the development of border areas.The border environments have raised the state’s cost of enriching the border citizens,which hinders the implement of state’s enriching policies for the border citizens.For the lack of interest articulation and interest acquirement opportunities,the border Yunan-Vietnam citizens have gradually produced an alternative nationality identity with wealth as a standard,and their national sentiments are uncertain.
