Abstract: Administrative guidance of public order is the inexorable choice and trend of contemporary administrative management of public order that has been shifting from resisting to cooperating,from closing to opening,from harassing people to being intimate to people.In the practice of public security management it has the following functions: first is the general function of supplement and substitution,instruction and promotion,mediation and consultation,self-improvement and culture-innovation;and second is its special function of prevention and inhibition.
