Abstract: There exist a number of difficulties in judicially safeguarding human rights in multination-resided autonomous regions due to their specialties.Individual and collective human rights will, probably, not only be out of the guaranty of the judicature but also be encroached by the judicature itself even in the normal state of monocracy. However, the judicial guaranty of human rights is unconditional, and shall not be hurdled by any troubles. The relationship between ethnic groups, the unification of judicial system, administration over judicature and judicial “autonomy”,etc.,are likely to encroach upon judicial system and human rights in multination-resided autonomous regions. It is a long-term and tremendous work to eliminate the hidden trouble to safeguard human rights in multination-resided autonomous regions.
Key words: multinational residence, ethnic issues, human rights, judicial guaranty
