Abstract: Viewing from the point of capital criticism,capital global expansionhas been deepened and capital accumulation is mainly centralized in the capitalist countries.Poverty accumulation is mainly centralized in the marginalized and backward countries,which makes it possible to separate the conditions for the birth of socialism in its classic sense.At the moment the backward eastern countries chose to take socialist road,they were faced with a dilemma in which they had to construct socialist countries under the capitalist system on the one hand,and on the other hand they had to prevent themselves from being devoured by the strong international capital and falling into poverty accumulation again.Reflecting New China’s treasure development with this practice,we may see that the pattern of treasure development under the system of socialist planned economy,and the pattern under the system of socialist market economy,all agree with China’s inner demand to build socialism under the circumstances of capital global expansion.Therefore,the two ways of treasure development,though seemingly contradictory,are essentially connected.
