Abstract: The construction of the concept of administrative fairness in China takes "people as the center" as the logical starting point.This is the inherent requirement of multiple logic,such as Marxist fairness theory,the Party's pursuit of administrative fairness and the publicity of government,and so on.The people-centered concept of administrative fairness consists of three elements:fair opportunities to meet the needs of people's development,fair procedures to treat the people fairly,and fair results to realize the core interests of the people.It transcends the administrative fairness view of the new public administration paradigm by emphasizing the people's value of public administration,and its construction path can be explored from three dimensions:individual,system and culture.Specifically,it includes strengthening the individual's recognition of the concept of administrative fairness,strengthening the education of individual administrative fairness,constructing the institutional restraint system of fair administration and creating a cultural environment for fair administration.
