Abstract: Only in non-confrontational ways can we solve the various contradictions among the people at the present stage in our country.That is,under the guidance of the government,non-systematical social powers should be introduced to handle social contradictions in the benign interaction between government and private domain.From practical experience,social public domain can promote the mode and idea innovation in social administration,making up for the systematical limitation in social administration.
