摘要/Abstract

摘要：受全球化与现代科技等因素的推动，当代危机越来越具有跨界性质。与传统危机相比，它们跨越地理界限、功能界限和时间界限。它们影响多个行政区，破坏各政策部门的功能与关键基础设施；它们没有明确的开始和结束，升级迅速，在扩散的过程中变幻莫测；它们给人类造成危害更大，而且影响更为深远；它们对公共组织合法性基础构成的严峻挑战远远超过了以前，使公共管理者尤其是政府领导者面临诸多新的挑战。

关键词： 跨界危机, 危机管理, 不确定性

Abstract: Due to globalization and the development of science and technology,modern crises have become more and more cross-border.Compared with traditional crises,they are beyond geographical,functional and time borders,damaging the function of policy-making departments and the key infrastructures,thus the disasters they have caused are more severe and far-reaching.Confronted with this challenge,public administrators,especially government leaders,have to take more effective measures to overcome the crises.
