摘要/Abstract

摘要：以中国30个省市区2006—2018年的面板数据构建互联网发展水平指数，考察中国互联网发展的时空演变过程，运用空间杜宾模型研究互联网发展对区域创新能力的影响效应及异质性。研究发现：（1）中国省域互联网发展水平具有明显的区域异质性，呈现由东到西逐渐递减的空间格局；（2）各省份的互联网发展水平与区域创新能力呈倒“U”型关系，空间视角下互联网发展对经济关联地区创新能力的影响效应大于空间邻接地区；从地理区位来看，东部地区互联网发展对区域创新能力有显著正效应，中部地区呈倒“U”型趋势，西部地区暂不明显；（3）从创新主体来看，高等院校对区域创新能力的影响效应大于企业和科研机构。因此，要充分发挥互联网发展对区域创新能力的促进作用，既要着力提升全国网络信息化整体水平，也要因地制宜实施创新驱动发展战略。

Abstract: In recent years,the rapid development of emerging communication technology represented by the Internet has become an important factor to enhance the capability of regional innovation.This paper,based on the panel data of 30 provinces in China from 2006 to 2018,using the spatial Durbin model,constructs the Internet development level index,examines the spatio-temporal evolution of Internet development,and studies the impact effect and heterogeneity of Internet development on regional innovation capability in China.The results show that:(1) the development level of provincial Internet in China has obvious regional heterogeneity,presenting a spatial pattern of decreasing from east to west;(2) there is an inverted "U" relationship between the level of Internet development and regional innovation capability in each province,and the impact effect of Internet development on the innovation capability of economically related areas is greater than that of spatially adjacent areas from a spatial perspective.From the perspective of geographical location,Internet development in the eastern region has a significant positive effect on regional innovation,while the central region shows an inverted "U" trend,and that in the western region is not obvious.(3) from the perspective of the subject of innovation,the impact of colleges and universities on regional innovation capability is greater than that of enterprises and scientific research institutions.A conclusion is drawn that in order to give full play to the role of Internet development in promoting regional innovation,we should not only strive to improve the overall level of national network informatization,but also implement innovation-driven development strategy according to local conditions.
