摘要/Abstract

摘要：在我国城镇化过程中，究竟是重点发展大城市或者是重点发展中小城市与小城镇，一直存在着针锋相对的争论。很有必要从理论与实践的结合上进行回顾与反思。中共中央“十二五”规划纲要明确指出，以大城市为依托，以中小城市为重点，逐步形成辐射作用大的城市群，促进大中小城市和小城镇协调发展。应强调小城镇要增强公共服务和居住功能，根据实际放宽外来人口落户条件。小城镇的战略地位始终没有改变。

关键词： 城镇体系, 大中城市, 小城镇, 特殊功能

Abstract: During the process of urbanization in our country,it has always been a contentious topic whether to develop big cities or small cities and towns.It’s quite necessary for us to look back and reflect theoretically and practically.Principles issued by the central government in the twelfth "Five-year Plan" pointed out specifically that our country should rely on big cities,focusing on medium and small cities,form city agglomeration with a large radiant effect,so as to promote the coordinated development of medium and small cities and small towns.They also emphasized the enhancement of public services and inhabitancy in small towns by softening the terms for the settlement of migrants.The strategic position of small towns has never altered.
