Abstract: The groups who suffer from interest losses,esp.vulnerable groups are likely to turn to remedy of petition letter,and always play an important role in “non-direct conflicts of interests”.At the current time,China is either a homogeneous society without different interests or an antagonistic society full of class contradictions and conflicts.In fact,the current society in China is composed of the fundamental interests of the people,common interests of current times and special interests of different groups.If we can construct “interests field ecology” and protect “differential impartiality” from the aspect of “culture identity”,we can establish a scientific and effective expression mechanism of interest appeals,and prevent and solve “non-direct conflicts of interests”.
