摘要/Abstract

摘要：由于降低交易成本的要求，政府对环境的监管正面临着政策转型，即由环境管制到环境治理的转型。由企业、非政府组织等多元社会主体共同形成决策并参与管制的实施，分担改善环境质量的社会责任与成本投入，使环境管制实现由公共部门对私人部门的单向度“管理”向公私部门以及社会上其他行动者之间多向度“治理”的转变

Abstract: Due to demand of lowering transaction costs,the government has to face a policy transformation from environmental supervision to environmental management.The multiple social communities,including enterprises,non-governmental organizations,etc.,will make decisions and participate in the management,and they will also share the social responsibility and the costs to improve environmental quality,realizing a change from single management of public departments to a multiple one of public-private department and other social sectors as well.
