关于服务型政府几个重要问题的探讨

摘要/Abstract

摘要：全心全意为人民服务是服务型政府根本性质的体现。由于缺少一个迫使政府真正履行服务角色的外部条件——市民社会，我国政府的服务性远未充分发挥出来。服务型政府是有限政府，须确立四个边界，即政府的权力、服务、服务成本有限，政府提供的公共产品有限。服务型政府的服务是主动性服务与回应性服务、发展性服务与维持性服务、有偿服务与无偿服务的统一。

关键词： 服务型政府, 服务性

Abstract: It is the fundamental nature of a service-oriented government to serve the people wholeheartedly.Due to the absence of a civil society,an external condition that compels the government to its fulfillment of service,the service functions of Chinese have not been fully carried out.A service-oriented government is a limited government,with four boundaries,namely limited governmental power,service,limited service cost and limited public products.The services of a service-oriented government include active service and responsive service,development service and maintenance service,paid service and unpaid service.
