摘要/Abstract

摘要：改革开放以来，稳定问题始终在中央政府的目标函数中占据着决定性的权重。中国共产党和政府通过不断培育自身执政的合法性，始终基本维护了改革开放过程中稳定的的局面，为经济发展创造了良好的政治基础。随着改革的不断引向深入，社会的主要矛盾开始发生演化，中国共产党和政府及时地进行自我创新和政策调整，与时俱进地转换维护稳定的模式。“稳定压倒一切”的新政治经济学原理为“中国之谜”提供了一个更加完善的说明。

关键词： 稳定, 发展, 可信承诺, 合法性

Abstract: Since China’s open-up and reform policy,stability has always been the most important issue among the central government’s strategies.CCP and the Government,by emphasizing stability,have laid a favorable foundation for economic development.With the deepening of reform,some social conflicts have begun to appear,and CCP and the Government timely adjusted their policies and conducted self-innovation,changing the mode to maintain stability.“Stability Is of Overriding Importance” may sufficiently illustrate China’s miracle from the perspective of political economy.
