政府绩效评估的价值选择论

摘要/Abstract

摘要：政府绩效评估过程实质上是一个价值选择过程，它是通过主、客体互动来具体体现。政府绩效评估的价值选择由不同要素构成，主要包括价值主体选择、价值客体选择、价值目标选择、价值中介选择、价值环境选择、时机选择等。为避免在政府绩效评估的价值选择过程中出现偏差，需遵循合规律性与合目的性统一的原则以及代价最小与价值最大相统一的原则。

关键词： 政府绩效评估, 价值选择, 价值主体, 价值客体

Abstract: Evaluation of governmental administration deeds is in essence a progress of values choosing realized by mutual interaction of the subject and object.The criteria consist of the following values:subject choice,object choice,target choice,intermediary choice,environmental choice and time and opportunity choice,etc.In order to avoid being biased,such principles as combining common law with our aims,getting the best result with the smallest cost should be followed.
