摘要/Abstract

摘要：服务型政府的最高伦理准则是全心全意为人民服务，对人民负责。基本伦理特征的核心内容，概括起来，主要是公正、和谐、责任、诚信、宽容和自律。

Abstract: The maximum ethic principle of a service government is to serve the people heart and soul and be responsible for the people.Its basic ethic characteristics,generally speaking,include justice,harmony,responsibility,honesty,tolerance,and discipline.
