摘要/Abstract

摘要：公共政策评估是推进政策科学化和民主化的重要环节。但这一环节在我国实践中却处于被“边缘化”的尴尬境地。为改变这一情况，有许多学者提出从思想上、制度上、法制上加以解决，这有一定的可取性，但很难从根本上解决问题。因为问题在于长期以来决策机构独享政策资源及权力。因而，适当划分出一定的权力给评估组织，不仅有益于评估功能的发挥，也有益于政策过程的科学化与民主化。

Abstract: Public policy evaluation is an important sector to make the policy more scientific and democratic.However,there is an embarrassing situation in practice.To change this situation,many scholars have put forward suggestions in terms of ideology,system,and legal system.Though acceptable in some extent,they are incapable of solving the problem fundamentally,because for a long time the evaluation power has been monopolized by decision-making organizations.So,givinging certain power to evaluation organizations can not only bring benefit to evaluation function,but can also make the decision-making more scientific and democratic.
