摘要/Abstract

摘要：民国初，在传统国家体制向近代国家体制转型过程中，就联邦制是否适合中国曾引发了一场颇有影响的争论。当时大多数报刊杂志纷纷撰文支持联邦论。而梁启超主编的《大中华杂志》却发出了不同的声音，认为联邦制不利于国家统一，不适合中国国情，民选省长也是弊大于利；同时，它也反对“废省集权”的主张，主张实行一种既非联邦制，亦非严格意义上的中央集权的政治制度。

Abstract: In the early years of Republic of China during the transformation from a traditional national system to a modern one,there was an influential controversy on whether federal system was suitable in China.When most newspapers and magazines supported federal thought,The Great Chung Hwa Magazine,chiefly edited by Liang Qichao,gave a different view that federal system was not good to remain national unity,and that the civil-elected provincial governors would do more harm than good.Meanwhile,it opposed the assertion of “canceling provinces for centralization”,calling for a new political system that was neither a federal nor a central one.
