摘要/Abstract

摘要：扩张性财政政策是否有利于经济增长以及在多大程度上有利于经济增长，是一个既具有重要理论意义，更具有实践意义的重要课题，自凯恩斯理论问世以来一直是西方经济学家争论的焦点。财政政策效应的主要指标是财政乘数，因而本综述主要讨论关于财政乘数问题的理论文献，其中主要涉及政府增加支出和减少税收对乘数的各种影响，目的在于判断财政扩张对经济产生刺激效应的条件。由于财政政策无非是通过作用于供给、需求和制度而产生效应，故本综述分别从财政政策的需求效应、供给效应和制度约束三方面阐明西方学者的主要研究文献是如何解释财政乘数的决定因素的。

Abstract: Whether fiscal policy of expansion is desirable for economic growth and in what degree in result is a problem both of great theoretic and practical importance,which has been a focus for dispute of western economicsts since Keynesian view came into being.As multiplier is seen as one of the main quota of fiscal policy,our summary will be concentrated on the financial multiplier literature,especially on the impact of government expenditure increase and tax decrease on multiplier and its purpose being judgment of conditions of fiscal expansion to provide stimulus to economy.Considering that fiscal policy means effectiveness through demand and supply regulation and policy-making,our article will deal with how to explain the role of fiscal policy as a decisive factor respectively from the three analyzing angles of demanding and supplying effectiveness and policy-control in line with the research literature of western scholars.
