摘要:国有企业人才严重流失已成为制约我国国有企业长期发展的瓶颈。国有企业应树立以人为本的企业发展理念,认识到人力资本是国有企业提高竞争能力的关键;建立起符合市场经济要求的企业领导机制、用人机制、评价分配机制,把提高人的能力视为一项投资,全面提升国有企业的品质。

Abstract: The serious talent flowing-away has more and more become the bottleneck of the long-term development of the state-owned enterprises.This article tries to analyse the cause of talent flowing-away and probe into the consequences of loss of technology and market-share caused by it.The article advocates that state-owned enterprises should uphold the concept of humanism in their enterprise development,that manpower capital is the very key to heightening competitive ability of the enterprises,and that proper enterprise leadship mechanism,employment mechanism,and appraisement and distribution mechanism should be built up,viewing the enhancement of man's ability as an important investment,so as to raise the all-round quality of state-owned enterprises.
