摘要/Abstract

摘要：群体性事件具有一定的积极功能。群体性事件是社会风险的风向标、政治生态的曝光台、社会矛盾的聚光灯、社会进步的助推器，群体性事件的这些积极功能使党和政府意识到我国当今社会存在的社会风险、社会矛盾以及政治生活的消极腐败现象，推动政府不断完善政策法规，加强社会管理及其创新，提高执政能力和执政水平。

关键词： 群体性事件, 预警功能

Abstract: Mass Disturbances have some positive functions.Mass disturbances can act as a social risk indicator,the exposure stage of political ecology,spotlight of social conflicts as well as the booster of social progress.Those positive functions make CPC and governments aware that social risks and contradictions as well as corruption and other negative phenomena exist in our society,thus prompting governments to continue perfecting policies and regulations,strengthening and innovating social administration as well as building up the Party’s governing capacity and improving its art of leadership.
