    Cultural production in ideological and political education constitutes a form of practice with distinct ideological attributes.Its core objective is to disseminate mainstream ideology and values through cultural carriers,thereby shaping and consolidating social consensus while enhancing cultural confidence.Driven by the dual forces of value guidance and cultural construction,it engages deeply in the cultural production and reproduction of mainstream ideology.This cultural production exhibits distinctive characteristics:a clear ideological orientation,the integration of historical inheritance with contemporary innovation,collaborative resonance among multiple actors,and a deep reliance on media convergence and technology.A multidimensional synergistic approach—encompassing content innovation,form renewal,communication optimization,and institutional safeguards—should be adopted to systematically construct a mainstream value field,thereby enhancing the relevance and effectiveness of ideological and political education and strengthening its guiding role.

    General secretary Xi Jinping's important discourses on social stability risk assessment represent the latest theoretical achievement through integrating Marxist thought on social risks with China's specific realities and fine traditional culture,embodying profound theoretical,historical,and practical logic.Theoretically,they incorporate Marxist perspectives on social risks;historically,they manifest the consistent vigilance consciousness upheld by Chinese Communists;practically,they provide scientific guidance and action plans for risk governance in Chinese modernization.These discourses demonstrate distinctive people-oriented nature,strategic vision,forward-looking perspective,and contemporary relevance,responding to the era's call for steadily advancing Chinese modernization.They open new horizons for risk governance theory in Chinese modernization and represent new heights in developing contemporary Chinese Marxism.To advance social stability risk assessment with high quality,it is imperative to improve its organizational system,maintain its professional development direction,establish early warning mechanisms,and refine accountability systems.

    With approximately three-fifths of the Liye Qin bamboo slips now published,current transcriptions and annotations contain numerous challenging texts,including misinterpreted characters,archaic terms lacking interpretation,and disputed readings.This study selects ten representative examples and employs an integrated philological-historical methodology to provide mutually verifying interpretations.Key findings include:"为事" means "engaged in official duties";"山今" represents "山阴" (northern slope);"为连" corresponds to "为辇" (transport by carriage);"削廷" denotes "削铤" (sharpened arrowhead).Additionally,zi jian is a scribal error for shou bao (meaning to guard and protect)";"见徼" should not be interpreted as "见檄";"庾" functions as a graphic variant for "瘐" (illness);"主" serves as a phonetic loan for "注" (record)."裙直" refers to garment fabric,while "来复传" relates to official transportation.The study further examines the extravagance of the First Emperor's court life,the sophisticated textile techniques of the Wuling region ethnic groups,and the administrative realities of local governance in Qianling County.

    Situated at the periphery of the Qin imperial administrative system,Qinling County possessed no inherent advantage for facilitating communication between the Yuanxiang and Bashu regions.Its establishment as a county served primarily strategic purposes—to secure control over the You River waterway and project imperial authority over former Chu subjects and un-subjugated indigenous communities in the Wuling area.Within the county,rugged terrain limited inter-township travel,making the You River the principal artery connecting its three townships.The route Qinling–Youyang–Chongxian–Lingyang–Linyuan functioned both as the postal circuit for official documents within Dongting Commandery and as the main transportation corridor linking Qinling to the commandery seat.At Linyuan,this local network intersected with the empire's primary communication lines,providing Qinling with reliable access to other commanderies and counties.By integrating remote counties such as Qinling into a comprehensive road network,the Qin state ensured the efficient transmission of administrative directives and interregional communications,thereby consolidating its unified,centralized rule.

    The qian jiaoquan (monetary verification tallies) found in the "Yangling soldier" documents from the Liye Qin bamboo slips belong to the category of jiaoquan (verification tallies) in a broad sense.Unlike standard jiaoquan that primarily emphasize property rights,the qian jiaoquan place greater emphasis on creditor rights,serving as documentary proof for the creditor to confirm and claim debts.Debt collection was executed through a process where the "right tally" (youquan) holder demanded payment from the "left tally" (zuoquan) holder.Consequently,the term lvzuo (traditionally understood as "the left side of the village") should be reinterpreted as quanzuo ("left tally holder"),functioning as an alternative name for commoners who held the left tally.As holders of the "left tally",the "Yangling soldiers" occupied a subordinate economic position.They were not only compelled to repay debts through labor services but also subject to conscription for garrison duty in remote frontier areas.The widespread existence of such quanzuo was a significant latent factor contributing to the outbreak of peasant uprisings in the late Qin Dynasty.

    In the digital era,artificial intelligence algorithms are being extensively applied across various social domains and have evolved into crucial auxiliary instruments for public administration.However,the distinctive technical properties of algorithms pose substantial legal challenges,rendering comprehensive legal regulation a scholarly consensus.Given that algorithm-induced legal challenges manifest across multiple dimensions,precisely defining the connotation of algorithmic regulation remains problematic.From the algorithmic institutionalism perspective,algorithmic regulation should elucidate the institutional dimension of algorithms while exploring their emergent institutional facets.Algorithmic regulation should be institution-oriented rather than goal-oriented.The merit of comprehending algorithmic regulation through algorithmic institutionalism lies in its capacity to achieve institutional integration across human-machine collaboration,value extension,and legal construction of algorithmic technology,thereby resolving the conceptual fluidity and structural complexity inherent in algorithmic regulation.Algorithmic regulation should encompass two primary components:first,restructuring algorithmic power by incorporating it into a reliable framework;second,establishing algorithmic norms by creating space for algorithmictechnology to develop unique social norms.The institutionalization of algorithmic power facilitates addressing the legal qualification challenges of algorithmic power while providing potential pathways to prevent its implicit expansion and alienation.Meanwhile,the exploration and construction of algorithmic norms can support addressing algorithmic interpretability challenges and optimizing the configuration of algorithm-related rights.Reconstructing algorithmic regulation through algorithmic institutionalism opens new potential directions for achieving algorithmic good governance.

    The historical evolution of digital identity reveals its fundamental nature as a digital symbol formed through the technological conversion of real-world identity information into verifiable code.This virtual identity,while existing in cyberspace,maintains the capacity for accurate projection and interaction within the physical world.Within the parallel architecture of physical and virtual realms enabled by digital technology,digital identity interactions generate dual relationships:digital connections in virtual space and social relationships in physical reality.Crucially,digital relationships remain confined to interactions between virtual identities and do not inherently constitute social relationships in the physical world.Law's regulatory scope traditionally encompasses only social relationships between physical persons,excluding purely virtual interactions among digital identities.However,when digital identity behaviors produce tangible effects in the physical world through accurate projection,the resulting digital relationships become susceptible to transformation into physically grounded social relationships.Consequently,legal regulation should focus not on digital relationships within virtual space,but specifically on the social relationships arising from the projection of digital symbols onto physical entities.This distinction forms the essential logical foundation for developing coherent legal frameworks for digital identity.

    Integrating the essence of Marxist thought with the people's unconscious yet common values is a crucial aspect of the second integration:integrating Marxism with China's fine traditional culture.This process not only embodies an organic combination of scientific theory with everyday life but also constitutes the endogenous logic for consolidating the guiding role of Marxism as adapted to the Chinese context.It serves as an essential requirement for strengthening the popular foundation for adapting Marxism to the Chinese context and the needs of our times,provides a practical pathway for advancing the second integration,and offers a paradigm for driving theoretical innovation based on practice.The premise for this integration lies in the high degree of compatibility between the worldview,global perspective,social view,andmoral values forged by the Chinese people through their long-standing practices and the value propositions of scientific socialism.To achieve this integration,it is necessary to infuse scientific theory into the fabric of people's daily lives,refine a discourse system of symbolic concepts that reflect common values,foster a sense of emotional identification among the people with both,and enhance their embodied understanding through practical experience.

    Despite the increasing integration of generative AI into public service delivery,the question of how it influences public trust remains unresolved.Drawing on the Information Systems Success Model,individual perception theory,and reputation management theory,this study develops a conceptual framework that links AI-facilitated government services to public trust.The model incorporates individuals' perceptions of satisfaction,benefits,effort,and privacy-security as mediating variables,and government procedural reputation as a moderating variable.A 2 (high-level vs.low-level AI-facilitated service)× 2 (absence vs.presence of procedural reputation intervention) scenario-based survey experiment,set in the context of immigration procedures,was conducted to examine this relationship and its underlying mechanisms.The findings demonstrate that AI-facilitated services sequentially enhance perceptions of government honesty,benevolence,and competence.Individual perceptions partially mediate the relationship between AI-facilitated services and public trust,while procedural reputation intervention moderates the effect of such services on individual perceptions.Consequently,governments should prioritize enhancing the quality of AI-facilitated services,improving citizen perceptions,and strategically managing procedural reputation to effectively consolidate and strengthen public trust.

    Clarifying the constitutional logic for applying the law-based reservation principle to Party Regulations is crucial for understanding the relationship between Party Regulations and the Constitution.The law-based reservation principle represents a constitutional mandate authorizing state legislation,while Party Regulations serve as an important institutional vehicle for ensuring Constitution implementation.The application of this principle to Party Regulations has a clear constitutional basis,manifested through Party Regulations giving effect to the Constitution.Guided by the values of democracy and rule of law,the constitutional foundation for applying this principle to Party Regulations is reflected in constitutional principles.Its objective basis lies in the"dual representation system of the Party and people's congresses and their parallel legal frameworks" inherent in the people's sovereignty principle.The institutional objective aligns with "safeguarding the unity of the socialist rule of law" under the legal unity principle.The fundamental basis rests on the constitutional requirement that "the Party must act within the limits of the Constitution and the law".Regarding constitutional supervision,differences in the nature,basis,and operational logic between the power to formulate Party Regulations and the state's exclusive legislative power determine that constitutional supervision by the NPC and its Standing Committee should not involve direct regulation.Accordingly,while upholding Party leadership and the people's congress system,it is essential to leverage the indirect constitutional supervision functions of internal Party regulatory mechanisms—including pre-enactment review,record-based review for legality,and coordinated linkage mechanisms—to ensure Constitution implementation.Furthermore,establishing a consultation system for reviewing the constitutionality and legality of Party Regulations should be explored.

    As literary testimonies to the crimes against humanity committed by Japanese militarism during World War II,the English narrative texts with the subject of "comfort women" demonstrate periodic historical evolution,achieving a paradigm shift from "literary testimony"to "cultural construction".Emerging as an independent genre in the literary field,the English narrative texts with the subject of "comfort women" cover both documentary works by witnesses and fictional texts by professional writers.They reproduce the traumatic memories of "comfort women" through two narrative modes:the ordinary mode of "happy life before the war - bitter experience during the war - silence and voice after the war"and the special mode of "secret concealment - historical revelation - cognitive reconstruction".Their narrative features integrate ethnic minority cultural traits with the motifs of British and American literature,forming a unique tension in cross-cultural narration.Through the systematic study of English narrative texts,this article not only demonstrates the important role of literature in recording history and inheriting memory,but also provides cultural and academic support for resisting historical nihilism and upholding historical truth.

    Taking Rabindranath Tagore's 1924 visit to China as a chronological node,a study of his poetic works before and after this period reveals two key aspects.On the one hand,the visit coincided with the beginning of Tagore's second peak in poetic creation,making it a demarcation point between his earlier and later works.On the other hand,contrasting with the skepticism he encountered in China,the poet's later works exhibited varying degrees of transformation in creative concepts,imagery application,and religious-philosophical thought,characterized by the incorporation of more Chinese elements.Specifically,his later poetry demonstrated more diversified and concrete uses of "Chinese" imagery;displayed visible revolutionary and resistant elements with significantly enhanced critical realist tendencies;and endowed his traditionally upheld religious philosophy with new connotations through cultural exchanges with China.Overall,after gaining a deeper understanding of Chinese culture through his visit,Tagore's personal ideology and poetic creation further expanded under the influence of civilizational exchange and mutual learning.

    County jurisdictions constitute the frontline where the Party's social work is implemented and represent the pivotal level for effective execution of departmental functional adjustments.Since assuming full operation,social work departments across Yunnan Province have consistently adhered to a standardized procedure comprising "field visits,public consultation,and training programs" in accordance with national strategic priorities.By focusing on critical issues in community-level governance,these departments have developed an institutional framework and operational model characterized by "policy coordination as the anchor" and "assimilation of exemplary practices as the foundation",demonstrating significant universal applicability.Currently,operational efficiency faces two major constraints:horizontally,ambiguous functional boundaries with parallel Party and government agencies,and vertically,misaligned articulation with township (sub-district) level institutions.To enhance departmental efficacy,it is imperative to establish an integrated county-township social work mechanism featuring "vertical integration,clarify functional divisions and operational boundaries between social work departments and relevant Party and government agencies,and eliminate structural impediments.Guided by Party building principles,a comprehensive "Big Social Work" framework should be advanced through a combined approach of socialization,professionalization,informatization,and marketization,thereby refining this distinctive Chinese system through practice.Furthermore,identifying effective intervention points to address pressing public concerns,while strengthening consultative and service-oriented governance capacities,will systematically enhance the credibility of social work departments.

    The disruptive advancement of science and technology is fundamentally reshaping biosecurity threats and their corresponding defense mechanisms.Emerging biotechnologies have catalyzed non-traditional security threats—including genetic weapons,laboratory leaks,and bioterrorism—by accelerating cross-species transmission of pathogens and lowering the technical threshold for pathogen synthesis,thereby triggering biosecurity challenges of broader scope,increased diversity,and accelerated propagation.Concurrently,artificial intelligence-driven predictive models,CRISPR-based targeted biocontrol technologies,and blockchain-enabled biological data traceability systems are providing precise tools for biosecurity protection,monitoring,and response.The focus of global biosecurity competition has shifted from singular technological breakthroughs to the systemic development of technological autonomy,ethical governance,and international cooperation.In this context,China must strengthen research in key areas such as synthetic biology and bioinformatics algorithms,overcome bottlenecks including import dependency on high-end instrumentation and uneven distribution of high-level biosafety laboratories,and enhance its indigenous S&T capacity in biosecurity.At the same time,it should establish appropriate regulatory frameworks for biotechnology R&D and application,and build a proactive biosecurity defense system characterized by risk early-warning,rapid response,and global coordination—thereby offering Chinese theoretical insights and practical approaches to addressing intergenerational biosecurity risks and balancing technological innovation with ethical constraints.

    Agricultural Support Efficiency of Policy-Based Agricultural Credit Guarantee Institutions and Its Influencing Factors:An Empirical Analysis Using a Three-Stage SBM-ML-Tobit Model

    Support-for-agriculture efficiency serves as a critical metric for assessing how effectively policy-based agricultural credit guarantee institutions leverage fiscal funds to guide financial resource allocation.Utilizing panel data from 29 provincial-level institutions from 2018 to 2023 and employing an undesirable-output super-efficiency three-stage SBM-ML-Tobit model,this study yields the following empirical findings:(1) The average support-for-agriculture efficiency score across institutions is 0.680,indicating overall inefficiency.Decomposition of the score reveals pure technical efficiency of 0.810 and scale efficiency of 0.850,suggesting substantial potential for improvement in both dimensions.A notable regional disparity,with an efficiency gap of 1.389,underscores structural imbalances in resource allocation.(2) Total factor productivity experienced an average annual growth of 16.7%,exhibiting a distinct "high-growth initial phase followed by a moderated growth trend" pattern.With technological progress and technological efficiency change indices at 1.083 and 1.078 respectively,the lack of strong synergistic drive indicates that efficiency gains are increasingly challenged by diminishing policy dividends and intensifying market competition.(3) Institutional efficiency is significantly influenced by factors spanning five dimensions:operational foundation,governance mechanisms,product design,and risk management.Specifically,institutional independence and guarantee fee rates exhibit positive effects,whereas over-reliance on government-guarantor partnerships and average loan size demonstrate significant negative impacts.Consequently,policymakers and institutions should focus on enhancing independent governance mechanisms,refining collaborative government-guarantor models,developing differentiated product and pricing systems,and implementing comprehensive risk management frameworks to sustainably elevate support-for-agriculture efficiency and strengthen the rural fiscal-financial ecosystem.

    The digital economy serves as a pivotal driver for achieving high-quality economic development and enhancing international competitiveness.It provides the technological foundation for the cross-pollination of innovative ideas and the evolution of innovation models,thereby facilitating the establishment of a comprehensive innovation system centered on scientific and technological innovation.Based on the perspective of urban agglomerations,this study employs panel data from 199 Chinese prefecture-level cities from 2011 to 2022 to empirically examine the impact andmechanisms of the digital economy on digital technology innovation.The results indicate that:(1) The digital economy significantly promotes digital technology innovation in urban agglomerations by improving information flow efficiency,facilitating the sharing and integration of technological resources,and enhancing internal innovation capacity.(2) The impact of the digital economy on digital technology innovation varies significantly across different types of urban agglomerations and geographical regions,reflecting differentiated responses to digital economic development and underscoring the need for targeted policy support and resource allocation.(3) Improvements in the market environment and the expansion of market potential represent important pathways through which the digital economy influences urban digital technology innovation.This study reveals the mechanisms and regional heterogeneity of the digital economy in promoting digital technology innovation in urban agglomerations,thereby enriching research on the relationship between the digital economy and technological innovation while providing empirical evidence to support policymakers in formulating differentiated innovation policies tailored to the specific characteristics and needs of different cities.
