What is the relationship between globalization and poverty? Developing economic entities have long used international trade and finance as development solutions,but 35% of the globalpopulation is still living below the international poverty line.Reviewing these documents,we believe that in order to understand the relationship between globalization and poverty,we must have a deep understanding of the political motivations behind the policies targeting the poorest.Specifically,we advocate that scholars need to clarify the ideological position of the governments of the developing countries,which goes beyond the traditional views of the left and right wings of the mainstream in developed countries.Economists and political scientists have explored the relationship,but have yet to reach a conclusion.We provide theoretical guidance for scholars on how to start promoting ideology on a global scale and why it is necessary to assess the link between globalization and poverty.In addition,we have provided preliminary quantitative and qualitative tests for our arguments.Finally,in order to assess the relationship between trade and poverty,academics in both disciplines must begin to assess the government's commitment of redistribution in poverty relief (rather than being constrained by the policies of the vested elite interests).

At present,there are two indicators of China's urbanization level:the first is the urbanization rate of registered residents and the second is the urbanization rate of permanent residents.Between the permanent population and the registered population,there is a large group of migrant workers.The existence of dual urbanization rates originates from the urban-rural dual system and factor price scissors which depend on the primitive accumulation of capital.Through the design of this system,the cost of industrialization and urbanization is artificially reduced to accelerate China's industrialization and urbanization.Under the background of the oversupply of rural labor force,there is still room for the urbanization of this model.However,when the supply and demand of rural labor force comes to an inflexion point,urbanization of this model will be unsustainable and objectively it requires that a new type of "people-oriented" urbanization should replace the traditional one.In our country,the residence permit system for migrants has been implemented as a transitional measure of citizenship for the rural residents,or as a transitional measure to increase the urbanization rate of the registered population.However,for the migrants,the mode of maximizing their benefits is to retain both rural household registration and urban residence permit.This determines that the dual urbanization rates will exist for a long time.

The development of circular economy essentially requires the unified management of material metabolism cycle and resource value flow in economic activities.However,the traditional cement industry,due to its serious environmental pollution,large consumption of resources and failure of cost accounting to meet the requirements of circular economy,does not conform to the development request of the new normal of economy.The resource value flow analysis of circular economy has the management functions of accounting,evaluation and decision-making.The information integration of "material flow and value flow",the comparison of cost and benefit,and the improvement of sustainable control are the keys to the construction of the analysis system.The cases show that the introduction of resource value flow analysis in cement production is a good micro circular economic management tool.

Traditional Chinese judicature has the functions of "relieving","stopping struggle",and "controlling power",which all serve the value goal of "goodness".The value origin of the traditional judicial function is composed of the "moral system" with the core of "goodness" and the basic structure of "natural law-goodness-morality".The moral system is embodied in the concepts of "selflessness","harmony",and "the changed and unchanged",which constrain the concrete operation of justice.In the process of judicial modernization,the beneficial elements of the traditional judicial value centered on "goodness" should be excavated,and the advantages of the judicial operation mode of "emotion,reason and law" should be absorbed.It is of great significance to establish a modern dispute settlement mechanism in accordance with China's national conditions and people's conditions.

From the pre-Qin (21st Century BC-221 BC) legalists to the modern new legalists,nationalism has been an important theme of legalist thoughts in the two periods.The pre-Qin legalists did not set up a special theory of nationalism.However,through the extraction and integration of the pre-Qin legalists with the nationalism tendency,we can generalize the legalist view of nationalism.By combing and selecting the nationalism views of the modern new legalists,especially their representative figures,we can sum up the theoretic system of the new legalists named "nationalism".On the basis of introspection and criticism of the new and old legalist nationalism,we abstract the elements that can obviously benefit the construction of the rule of law and the construction of the nation-state in China.

Under hierarchicalgovernance,the segmented administrative regional jurisdiction and department governance system tend to cause a predicament of fragmentation in the ecological environment governance of the Yangtze River Basin,deviating from the requirements of the integrated and public governance.Therefore,it is necessary to promote the transformation of governance model from hierarchical governance to watershed community governance,so that the government,enterprises,the public and other main bodies,based on the partnership of trust and common interests,can form a social collective of participation,cooperation,and shared responsibility.From the aspect of legal system,in order to realize the goal of river basin community governance,we should draw lessons from foreign experience and combine them with our own reality,promote the legislative process of "Yangtze Law" and construct a system of community governance subject which has clear right,responsibility,and pluralistic integration.This consultative and cooperative system,guided by central government,coordinated by watershed management organization,and locally participated,with mechanisms of perfect information disclosure,public participation,joint prevention and control of environmental pollution and ecological damage in river basins,and multiple dispute resolution,provides policy and legal protection for watershed community governance.

In the context of political information dissemination in Chinese media,the use of media is significantly related to the perception of corruption.The use of official media weakens the perception of corruption of netizens,while the use of non-official media strengthens the perception of corruption of Internet users.The influence of different types of media use on political trust is significant.The use of official media has a significant positive effect on the political trust of netizens,while the use of non-official media has a significantly negative effect.Political trust negatively affects netizens' perception of corruption.The mediating role of political trust between media use and corruption perception amplifies the negative impact of official media use on netizens' corruption perception,and also weakens the positive impact of non-official media use on netizens' corruption perception.

Compared with the subaltern politics in India and Southeast Asia,Chinese subaltern contentious politics has its own localized characteristics,relying on weapons of individual performance,exception discourse,and body violence.Firstly,it is the individual performance that becomes the polarization of individual contention in Chinese subaltern politics,rather than the collective contention of communities or the hidden transcripts of individuals.Secondly,the discourse of exception is not used to ask for temperance and mercy on the subaltern themselves,but strategically appropriated by subaltern people to identify their antagonistic others.Thirdly,the violence in Chinese subaltern politics is mostly the violence of the weak,rather than the violence of the powerful,and the violence on the self,rather than the violence on the others.

Huakuan in Wukaiwei(name of place,now in Guizhou Province) and other places in the Ming Dynasty (1368—1644) is a folk armed organization formed by Han immigrants following Dongkuan (the oath of alliance of the Dong ethnic group).In the middle of the Ming Dynasty,Huakuan's activities showed two characteristics,one was that the murder case was dealt with in the way of Dongkuan,the other was to join with the latter to combat the corrupt officials in Wukaiwei.In the late of the Ming Dynasty,with the growth of the local rebellions,the government promoted Huakuan according to Dongkuan,making it an important organizational form for the integration of various local armed organizations.This shows that the oath of alliance of the Dong ethnic group is not only an important cultural phenomenon in the Dong society,but also has a profound impact on the Han society around.It is of great enlightening significance for us to reflect on the relationship and cultural exchanges between the Han and Dong ethnic group in the Ming Dynasty.

Civic college,as a special form of higher education institution,was born in Britain in the 1850-80's Britain.In the early days, the mutual demand between a civic college and a city made them more and more closely linked,and there appeared an interactive mode in which the city had driven the development of the college and the college had served local economy.The services of a civic college to local area were seen in serving the development of local industries,which was the aim in running a civic college;in setting up practical courses that were closely integrated with local industries;in adopting flexible study methods and lower tuition fees to attract local students;in forming local industry-based research centers,and so on.The early development of the civic college can be used as reference for the orientation,enrollment and combination of production and research in the transformation and development of local undergraduate colleges and universities in our country.
