Abstract: In the Sixteenth National Congress,General Secretary Hu Jintao put forward the idea of Two Tends which has profound background.It is not only the inheritance and development of the thought of agriculture as the fundamental industry,but also the thinking of macro strategic direction after China entered the middle period of industrialization.It exemplifies that China is unswervingly following the direction of socialist modernization in the new era.From breaking balanced development to the return of balanced development,Two Tends highlights the coordinated development of economy and society and symbolizes the end of systems and policies of urban-rural division and separate urban-rural management,and it is also a new start of new coordinated rural-urban development.With the instruction of Two Tends,our Party will implement three main policies to push forward the coordinated development between urban and rural areas from three aspects,naming,burden reduction in rural areas,construction of new socialist countryside and positive public finances.
