Abstract: There were frequently droughts in Wei-Jin Dynasties and Southern and Northern Dynasties in Chinese history.The droughts took place mainly in the spring and summer,covering regions of the south of the Yangtze River,central plains and northwest area of China,etc.The droughts brought immense damage to the social economy and the life of people,which further intensified social instability.The feudal political powers attached great importance to droughts,and carried out a series of relief measures after droughts,including distributing relief materials,emigration for food,reduction for rent and enslavement,corpses burying,loan,reduction of punishment,expenses cutting and open trade.These relief measures played a positive role in disasters reduction,keeping social stability,ensuring the life of people and promoting recovery and development of social economy.
