Abstract:  Issue refers to a kind of pendent problem without fixed program,and it has a wide range of social controversy and a broad impact on society.Issue management is a proactive process affecting organization's public policy for prediction,identification,evaluation and response.It firstly applies to enterprise management as an innovative management dissemination concept.It is currently used in public management.Public security,information management and other related departments should closely track faster changes in the network,develop issue management strategies on network,and define political and social issues which would result in network mass contingent events.Then they can rapidly mobilize and integrate effective resources for response,and make efforts to create the helpful social environment for government's social management and public services.
