Abstract: The Soviet Russia prosecutorial power is utterly different from the Capitalism’s on the basis of the prosecutorial power theory.The “parliament & executive in one” constitutional system has determined that the Soviet Russia need to establish a special prosecutorial organ to ensure the uniform and correct implementation of the country's laws;the Soviet Russia prosecutorial right’s goal is to achieve the unity between indirect and direct democracy,and ultimately realize socialist democracy;the source of Soviet Russia prosecutorial power is from the authorization of the state power,and its essence is the extension of legislative power;the central role of the Soviet Russia prosecutorial power is to effectively restrict state power,and then prevent arbitrariness and abuse of the state power.
