Abstract: Animals can not be the subject of human morality.There are also some obstacles for animals to become the subject of the legal relationship of human beings.Nowadays,the environment is becoming increasingly deteriorating.In order to maintain ecological balance,it is necessary to strengthen the legislative protection of animals.Although great progress has been made in animal protection legislation in China,there is still some insufficiency.In view of the existing situation,some efforts should be made:First,to clarify the principles of animal protection legislation;Second,to amend “Law on the Protection of Wildlife" and other laws relating to the protection of animals;Third,to formulate and enact “Law of the People's Republic of China on the Protection of Animals” and other regulations.
