Abstract: The construction of social credit system in our country has been put in an important position and great achievements have been made since the new century. “Hunan Mode” was especially affirmed by the State Council. Systematic frame plays a key role in the process of constructing social credit system,during which exterior system should take precedence of interior system in terms of form and domain.
