Abstract: The doctrine of a university is the unification of seeking knowledge and seeking kindness;the former is means and the latter is purpose.Based on this,a university is an ethic entity.A “Civilian University” sticks to egalitarianism philosophy,and besides the ethic characteristics that the general universities have,it contains equity and justice in the “resource-right” level.It also shapes a civilian consciousness and civilian personality,and contains deep ethic implication in creating a civilian attachment and a sense of happiness.
