Abstract: Public policy evaluation is an important sector to make the policy more scientific and democratic.However,there is an embarrassing situation in practice.To change this situation,many scholars have put forward suggestions in terms of ideology,system,and legal system.Though acceptable in some extent,they are incapable of solving the problem fundamentally,because for a long time the evaluation power has been monopolized by decision-making organizations.So,givinging certain power to evaluation organizations can not only bring benefit to evaluation function,but can also make the decision-making more scientific and democratic.
