On Enhancing the Township Officials’Capability of Public Service from the Incentive Perspective

Abstract: Township officials are the leading force to provide rural public service.However,there exist problems as weak service sense,indifferent service attitude,poor service skills,and backward service ways in our township officials,with the result that rural public service is far from the demand of the farmers.The reasons for this situation are related to backward incentive systems in salary,promotion,rewards and punishment,and training.Only by perfecting the incentive systems can we enhance the township officials’ capability of public service.
