Abstract: A strong state power is the prerequisite and basis for a late developing country to start its modernization.In the late Qing Dynasty,the state power was in the weakening.The decreasing central of military power,the worsening of centual finance,the rising of regional powers and the loss of control of rural society seriously impaired the progress of China's early moderninzation,and led to many drawbacks in the course of development.
