Abstract: “Surplus economy” is becoming a big obstacle to further growth of our economy. In order to solve this problem, the government has taken kinds of measures , but has had little effect. If the government depreciates “RMB”,a lot of difficulties will arise. Because the devaluation of “RMB” will involve many fields. Superficially there is a kind of phenomenon of surplus in the base industry, but , in fact, supply is not really sufficient .This paper holds that positive financial policy be carried out and investment in base construction be s trengthened so as to further stimulate internal demand, expand market and restore economy.
