Abstract: The rough legislation of public surveillance?punishment has brought many problems to judges and the executive organs in the process of application.It is suggested that public surveillance?punishment be applied to the light and less-dangerous crimes and that the term of imprisonment be shortened.Other suggestions include rule of minimum mitigation of punishment,distinguishing different degrees of punishment,rule of probationary suspension,rule of punishment under three years,clarifying community  as the executive body,integrating terms of obligation,and rule of punishment for the violation of public surveillance?punishment.
