Competition of Political Achievements,Lawful Right to Hurt,and Conspicuous Rent-seeking:Reflections on the Current“Baocun (Contracting Village)” Movement in China

Abstract: “Baocun (contracting village)” as a way of poverty alleviation is getting more and more popular due to the impulsion of the competition of local governments’ political achievements.Though it can reduce poverty in some extent,it focuses on short-term effect and formalism,leading to low efficiency.From long run,this kind of competition of political achievements,based on lawful right to hurt,will further reinforce right rent-seeking,turning ordinary material rent-seeking into conspicuous rent-seeking.As a result,the governments’ right is undesirably extended,the distribution of resource is further distorted,and corruption worsened.To avoid this,a relatively fair evaluation system of political achievements should be set up to limit government right and scale,and strengthen supervision over government right.And a long-run mechanism of poverty alleviation will improve administrative efficiencyand speed China’s poverty alleviation.
