摘要/Abstract

摘要：当前，中国地方公共危机治理存在着较为严重的碎片化倾向。整体性治理理论为整理公共危机治理碎片提供了思路。按照整体性治理理论，建立整体性公共危机治理体系应从整体性公共危机治理战略的制定；大危机管理部门的建构；政府与社会、市场的协作治理；统一、高效的危机治理信息中心建设等入手。

关键词： 公共危机治理, 碎片化, 整体性治理

Abstract: Presently,there exists the tendency of fragmented governance on local public crisis.The theory of holistic governance provides solution for this,according to which,the way to establish the system of holistic governance on public crisis should include these steps:the formulation of strategy for the holistic governance on public crisis;the construction of the big crisis management departments;the cooperation of society,market and government;and the construction of unified and efficient information center on the public crisis governance.
