Abstract: The efficacy of urban community grid governance is increasingly shaped by the deep integration of Party building guidance and digital empowerment.In this study,we conceptualize their interaction through a framework termed the "conjugate effect"—a process wherein institutional and technological logics mutually reinforce one another within a shared operational space.Party building guidance provides value orientation,ethical boundaries,and accountability structures for digital tools,while digital systems enhance governance reach and adaptability by mapping social networks and optimizing information flows.This synergy generates a dynamic of reciprocal adaptation:political principles are translated into governance norms to ensure value alignment,and real-time feedback enables Party organizations to refine policies and strengthen resilience.Over time,this co-evolution fosters a robust local governance ecology,yielding improvements in efficiency,order,and community development.We refer to this analytical perspective as "conjugate theory", emphasizing that sustainable governance efficacy arises only when the institutional rationality of Party leadership and the operational logic of digital systems converge around public value—thereby reinforcing political legitimacy,technical reasonableness,and social acceptance.
