摘要：习近平总书记提出的人类命运共同体，立足当今中国所处的时代方位，放眼当代世界发展大势，是一种全球治理新理念，是为人类文明发展提出的新方案。这一方案的内核与特质是“对话协商”，即遵循“平等相待”“相互尊重”的对话协商理念，建设“对话不对抗、结伴不结盟”的对话协商伙伴关系，建立“以对话解争端、以协商化分歧”的对话协商沟通机制。

Abstract: Xi Jinping's idea of building a community with a shared future for humanity is an important part of socialist ideology with Chinese characteristics in the new era.Based on China's position in the world,looking at the general trend of global development,this is a new concept of global governance and a new program for the development of human civilization.The essence and characteristics of this program is dialogue and consultation,which follows the concept of equal treatment and mutual respect,builds a relationship of dialogue-nonconfrontation and partnership-nonalignment,and establishes a mechanism that settles dispute with dialogue and resolves disagreement with consultation.
