摘要/Abstract

摘要：我国边疆安全治理的基本目标是保证边疆地区社会稳定与维护国家长治久安。安全政策与发展政策相互联系、相互依存。建立在牺牲“发展”政策基础上的“安全”政策是“虚幻”的，同样建立在牺牲“安全”政策基础上的“发展”政策是“脆弱”的。为实现我国边疆安全治理，需要有与之相适应的“和合共生”和“多元互动”的边疆安全治理战略。

Abstract: The basic aim in our country’s border security governance is to guarantee the social stability of frontier regions and safeguard national security.Security policy and development policy are interrelated and interdependent.While security policy sacrificing development is unreal，development policy sacrificing security is fragile.In order to realize frontier safety governance，it is necessary to adopt a strategy of the harmonious coexistence and multiple interactions.
