摘要/Abstract

摘要：随着人类对经济发展规律研究的不断深入，制度资本逐步取代物质资本，金融资本，人力资本，成为经济发展的核心要素，只有那些能够有效保护私人产权，降低市场交易成本，促进个人发展机会均等的制度才能获得制度竞争的优胜。中国社会当前普遍存在的权利与资源垄断，二元体制的泛化，使个人发展机会极不均等，逆淘汰与阶层固化问题日益严重，不仅严重降低了总体资源配置效率，造成人力资源的巨大浪费，而且进一步激化社会危机，威胁到现代化的持续。只有积极地进行制度创新，进一步推进市场化改革，废除各种不合理的二元体制，我们才能逐步打破特殊利益集团对权力与资源的垄断，重建制度优势，跨越中等发达国家陷阱，实现可持续发展。

Abstract: With the deepening research of economic development,capital system has gradually replaced material capital,financial capital and human resource capital,making it the core in economic development.Only those systems that protect private property,reduce market transaction cost,and promote equal opportunity for individual development can enjoy the priority in system competition.However,in present China,rights are commonly linked with resource monopoly,causing increasing counter elimination and stratum solidification and lowering the efficiency of general resource distribution.A threat to China’s modernization,it has also caused tremendous human resource waste and intensified social crisis.Only by systematic innovation and market reform can we break the monopoly of the special interest groups to rights and resources，regain systematic priority and realize sustainable development.
