职业教育产教融合政策框架建构与困境消解

摘要:产教融合、校企合作是职业教育的灵魂,大力促进产教融合、校企合作、工学结合是职业教育的重中之重,也是国家职业教育政策的主要关注内容。当前基于成本补偿理念出台的产教融合政策,在实施过程中存在针对性不强、时效性欠佳、政策体系不完善等现实困境。产教融合政策困境源自“政策关注度”和“生产复杂度”二维要素组合形成的政策集在政策区域中的“越位”“错位”与“脱轨”。在关注产业升级对技术进步现实需求的前提下,为实现产教融合政策的最佳效力,应进一步助推“最优协调”政策路径与“磨合中走向优化”的政策路径;同时,也应进一步规范与矫正“错位”“越位”与“脱轨”的政策,使各项产教融合政策能够“在其位”“安其所”“合其轨”,从而助推我国职业教育产教融合事业在广度、深度与精度上不断延展。

Abstract: The integration of industry and education,the cooperation between colleges and enterprises and the combination of work and study are the soul of vocationaleducation,and also the major concern of national vocational education policy.However,at present,the policy of integration of production and education based on the concept of cost compensation has some practical difficulties in the process of implementation,such as weak pertinence,poor timeliness,and imperfect policy system and so on.The policy dilemma of the integration of industry and education stems from the confusion of the policy set formed by the combination of two-dimensional elements of "policy attention" and "production complexity".While paying attention to the actual demand of industrial upgrading for technological progress,we should promote the optimal coordination and move towards optimization in the running-in period so as to achieve the best effect of the policy.At the same time,we should also correct and standardize the various kinds of policy,making them harmoniously matched so as to promote the integration of industry and education in China's vocational education in breadth,depth and accuracy.
