“一带一路”与我国区域旅游空间布局优化

摘要:全球旅游业已经步入区域旅游空间竞争阶段,“一带一路”为新时代下国际区域旅游合作以及我国区域旅游发展空间的拓展提供了有益探索。目前,我国区域旅游已初步形成“三横两纵”的空间格局,但存在如下局限性:(1)旅游区域缺乏对空间异质性的考量,在经济合理性上有所缺失;(2)缺乏对沿线国家旅游资源的有效利用,旅游目的地的层次和协同效应不高;(3)客源地和目的地高度重合,“东强西弱”的非协同发展格局难以得到有效缓解。基于“高大全”、空间异质性和合作共享协调发展三大原则,我国应以城市群为载体,构建多中心次区域旅游空间系统;以异质性为依据,打造特色旅游精品线路体系;以网络设施建设为重点,提升区域旅游联结效率;以产业公地建设为抓手,强化沿线各国旅游合作基础,以此来优化我国区域旅游空间布局,提升区域旅游国际竞争力。

Abstract: Global tourism has stepped into the stage of spatial competitionin regional tourism.The Belt and Road Initiative provides beneficial explorations for international regional tourism cooperation and space expansion of China's regional tourism under the new era.At present,China's regional tourism has initially formed a "three horizontal and two vertical" spatial pattern.However,it has the certain limitations.Firstly,spatial heterogeneity and economic rationality in the tourist regions are not properly taken into consideration;secondly,tourism resources in countries along the route are not effectively utilized,leading to a low-level synergy of tourism destinations;thirdly,the origins and the destinations of tourists are highly coincident,causing a non-coordinated development pattern of "strong east and weak west",which is difficult to be effectively mitigated.Based on the three principles of high-end,spatial heterogeneity and cooperative sharing,China should build a multi-center and sub-regional tourism space system,urban agglomeration being the carrier;build high-quality tourism routes according to heterogeneity;improve the efficiency of regional tourism linkage,focusing on the construction of network facilities;strengthen the foundation for tourism cooperation among countries along the route,starting from the construction of industrial public lands.With these measures,China could optimize its spatial layout of regional tourism and improve its international competitiveness in regional tourism.
