摘要/Abstract

摘要：政府制度行为不仅是政治行为，而且是道德行为，制度伦理有失公正，会造成经济秩序的混乱。要从根本上解决市场经济中政府制度行为的道德性问题，就必须明确政府制度行为的道德原则，建立规范政府制度行为的道德保障。据此，作者对政府行为道德原则和道德保障进行了分析。

Abstract: The government regulative behavior is not only a political behavior, but also a moral one.The injustice of the ethics of government regulations will cause a chaos of the economic order.To solve the moral problem in the government regulative behavior in a market economy, we should clearly specify the moral principle of such behavior and establish a moral insurance system to regulate the government behavior. The author analyses such principle and insurance system.
