Abstract: Taking the relationship between culture and economy as the starting point, this paper analyses the mani?? fold manifestation of cultural poverty of Xiangxi and its negative influence upon the economic development of the district, and proposes that in the aid- the- poor campaign, the old culture be transformed, a new culture be developed,and the cultural backbone be remolded.
