Abstract: Since the implement of reform and open-door policy, the state has offered four big opportunities for the development of western regions.Owing to a lack of sufficient mintal emancipation, the western regions missed the for  merthree opportunities for development .To grasp well the fourth opportunity, it is imperative for the people in those regions to free themselves form old ideas and arm themselves with new ones so as to overcome the “conception bottleneck”, which has been the big impediment to their economic development.
