    Although the discipline of political science was conceived in the West,its substantive knowledge is born from the concrete political praxis of individual nations.Aristotle established not only its disciplinary norms but also articulated its coresubstantive domains:political theory,political institutions,political ethics,and statecraft.An examination of these domains reveals that China had already produced a significant corpus of political science knowledge in antiquity.The systematization of this knowledge into a coherent intellectual framework,however,commenced only after the discipline's introduction from the West.This process traversed distinct phases—initial importation and translation,subsequent assimilation and critical synthesis,and ongoing debate and reflection—culminating in the formation of a relatively stable disciplinary architecture during China's era of reform,opening-up,and modernization.As China's political practice continues to evolve dynamically,so too does its reservoir of political science knowledge.Consequently,both the construction of China's political science knowledge system and the development of the discipline itself have incorporated fundamentally new dimensions.Thus,forging a Chinese political science knowledge system for the new era necessitates a principled integration of four key streams of knowledge:indigenous historical tradition,critically assimilated foreign insights,Marxist theoretical foundations,and knowledge emerging from modern science and technology.

    A mature undertaking of theoretical reflection constitutes the essentialfoundation for cultivating robust disciplinary identity and academic autonomy.To advance the theoretical systematization of Discipline Inspection and Supervision Studies with Chinese Characteristics,it is imperative to provide cogent answers to three foundational inquiries.Concerning the rationale for systematization,this endeavor furnishes indispensable theoretical,institutional,ideological,and human capital underpinnings for resolving the distinctive governance challenges confronting a major ruling party.Pertaining to the objectives of the theoretical edifice,its development must synthesize five dialectical pairs of constitutive elements:political imperative and legal rationality,indigenous rootedness and global openness,disciplinary autonomy and interdisciplinary integration,theoretical profundity and practical efficacy,as well as historical continuity and generative innovation.Regarding the pathways toward implementation,a tripartite framework is proposed:First,constructing an autonomous Chinese foundational theory encompassing ontological,axiological,institutional,and methodological strata.Second,charting the developmental trajectory through the concurrent refinement of its disciplinary architecture,academic ecosystem,and discursive repertoire.Third,erecting a robust support infrastructure consisting of collaborative university-field research platforms,vibrant academic exchange fora,and incentivizing innovation mechanisms for theoretical inquiry.This integrated approach is designed to propel the coherent and substantive theoretical maturation of Discipline Inspection and Supervision Studies with Chinese Characteristics.

    This study empirically examines the direct effect,transmission mechanism,and spatial spillover effect of city-wide digital transformation on green total factor productivity (GTFP) using data from 284 Chinese cities.The results indicate that city-wide digital transformation can significantly enhance GTFP,with this impact exhibiting regional heterogeneity.Specifically,city-wide digital transformation significantly improves GTFP in eastern,central,and western regions of China,but shows no significant effect in the northeastern region.Mechanism analysis reveals that city-wide digital transformation indirectly boosts GTFP by stimulating urban innovation levels.Spatial econometric analysis further demonstrates that city-wide digital transformation not only enhances local GTFP but also generates positive spatial spillover effects onGTFP in neighboring cities.Accordingly,governments should persistently advance city-wide digital transformation,implement differentiated policies tailored to local conditions,strengthen innovation-driven development,promote inter-city cooperation and exchange,and ultimately enhance regional green productivity as a whole.

    A critical challenge in both theoretical inquiry and practical application is how to unlock the latent functional value inherent in digital infrastructure—such as its commonality,reusability,reconfigurability,and editability—by embedding it within multidimensional application scenes to catalyze novel business model innovation.Employing an analytical framework focused on the decoupling and orchestration of "means-ends" relationships,this study examines how entrepreneurial opportunity prototypes facilitate the release of digital infrastructure's value.Through a multiple-case study design,we conduct an in-depth analysis of four digital startups that are pioneering applied innovation scenes.Our investigation elucidates the enabling mechanisms through which these ventures,driven by specific scenes,leverage distinct types of opportunity prototypes to actualize the value of digital infrastructure.The findings indicate that:(1) Digital infrastructure can be classified as either natively developed or secondarily developed,with corresponding opportunity prototypes demonstrating divergent profiles across dimensions including investment payoff cycles,thresholds of combinatory complexity,efficiency of resource orchestration,and risks associated with dependency embedding.(2) Opportunity prototypes are materialized within application scenes via the orchestration and recombination of resources,coupled with digital business model innovation.Specific combinatorial patterns encompass functional augmentation,functional transformation,vision augmentation,and vision transformation.(3) The distinct value-realization modes associated with different opportunity prototypes enable granular strategic positioning.This is achieved by modulating the opportunity's feasibility and distinctiveness across dimensions such as the temporal window of opportunity,product or service categories,and the substantive content and spatial extensibility of the application scenario,thereby maximizing value extraction.Theoretically,this research advances understanding of the enabling mechanisms of opportunity prototypes within the domain of digital entrepreneurship.Practically,it yields salient managerial implications for fostering the high-quality development of China's digital economy.

    In the digital age,the widespread use of algorithms in labor management has transformed discrimination into an algorithmic form.Compared to traditional labor discrimination,algorithmic labor discrimination is technologically intensified in its manifestation,mechanism,and social impact, thus acquiring new characteristics.Structurally,it is premised on discriminatory outputs generated by algorithms under employer control,behaviorally constituted by the employer's adoption of flawed algorithmic decisions,and results in differential adverse effects on vulnerable workers.Essentially,it stems from the coupling of capital logic and technological power.This new form of discrimination creates multiple crises for labor rights protection in the digital era,such as undermining workers' rights and deepening the crisis of labor subjectivity.Its legal regulation can follow a dual approach of "internal governance" and external restraint,integrating algorithmic internal governance with external constraints.Feasible regulatory pathways include strengthening principled constraints on employers' data processing, establishing technical standards for algorithmic labor management,building algorithmic impact assessment systems,and linking algorithmic labor supervision with judicial relief mechanisms.

    Reputational sanctions operate by impinging upon the reputational capital of violators,thereby achieving the dual objectives of penalizing illicit conduct and preserving administrative order.The Interim Regulations on the Management of Carbon Emission Allowance Trading institutionalizes warning penalties and a credit registry system.This legal scaffolding strategically harnesses the reputation mechanism toestablish a credible deterrent against non-compliance in carbon allowance trading and associated activities,thus augmenting the efficiency of regulatory oversight.The mandate that "information concerning administrative penalties,among other data,shall be integrated into the pertinent national credit information system and disclosed to the public" embodies the principle of good faith.It functions as a coercive mechanism,compelling regulated entities (including key emission units) and technical service providers towards voluntary adherence to legal statutes,regulatory norms,and market disciplines,thereby catalyzing the development of a credit-based supervisory framework for the carbon allowance market.To fully realize the potential of reputational sanctions,a precise legal characterization is paramount:the integration and public disclosure of penalty information must be explicitly defined as a reputational sanction per se.Furthermore,the applicability of warnings should be broadened to encompass the modality of public warnings.The regulatory arsenal should be expanded to include additional reputational instruments such as public censure,inclusion on non-compliance registries ("blacklists"),and compelled public apologies.Concurrently,regulatory authorities must strictly observe the principle of proportionality to preclude disproportionate punitive impacts.The strategic deployment of reputational rehabilitation mechanisms and positive reputation incentives is equally critical to fostering dynamism and integrity within the carbon emission allowance trading ecosystem.
