In modern countries,the democratic system is mainly reflected in representative democracy.People participate in public affairs through people's representatives,and the expression of public opinion has become the most critical link in the representative democracy system.The success of representative democracy depends on whether real public opinion can be expressed.The popularization of network technology has brought about great changes in the way of expression of public opinion.From the ways of expression on behalf of people's representatives and letters and visits in the past,various network channels have been expanded:web pages,Wechat,Weibo,short videos,public accounts,etc.,may become tools of expression of public opinion.In the new media environment,in order to promote the process of political democratization,we can make efforts to innovate democratic mechanisms so as to understand and respond to real public opinions rapidly.Public opinion is the sum of people's beliefs,attitudes,wills and emotions about various phenomena and problems in the society.Around the occurrence,development and change of social events,people's social and political attitudes toward social managers will intensify social contradictions and endanger social harmony.Although public opinion may be distorted,it also reflects real social problems.In the system design,public opinion response should be combined with democratic system innovation.To be specific,committees of "Public Opinion Analysis and Dialogue" can be set up under the Standing Committee of the National People's Congress and the Standing Committee at the provincial,municipal and county level to filter out real public opinions.Instructions can be given to relevant administrative,supervisory,judicial,and procuratorial organs to solve these social problems reflected in public opinions.Such a system design is conducive to timely understanding and responding to public opinion,speeding up the process of political democratization,better responding to public opinion,solving practical problems in people's lives,and enhancing social harmony and stability.

State-nation goes with nation-state,which is a national community in the form of state.Whether it is a native nation-state or an imitative one,the political attributes of the nation-state do not arise naturally,but undergo a process of artificial construction,that is,the nation-state construction.The construction includes the shaping of the national concept and the integration of the national entity.The former belongs to the core construction of the state-nation,which aims to condense the national concept and value consensus,and strengthen the sense of belonging and national identity of the national members;the latter belongs to the exterior construction of the state-nation,which aims to integrate different ethnic groups with cultural differences in the state into a unified nation through the coordination of inter-ethnic relationship,and cultivate the national character of the subject of national identity.The two aspects of conceptual shaping and entity integration are closely related,nested and complementary,and jointly contribute to the maintenance and preservation of the national community.In the contemporary era when the ethnic structure within a modern nation-state is characterized by multi-ethnic groups,it is of great value to discuss the issues of national ethnicity and its construction.

The formation of internal institutions is often supplied by the community (government),but the anarchy of the international community is mostly formed by the negotiation and transfer of some rights by various actors in order to obtain greater benefits from the cooperative international community.Of course,there is also a part that is caused by the spillover of the internal system of the big countries on the one hand and the internalization of the existing system by the weak and small countries on the other hand.However,the systems generated by these two situations are deeply marked with the brand of a big country,which will lead to "privatization" of public goods in the international system.China is the latecomer of global governance.China's role in the formation of the global governance system is neither an institutional spillover nor a simple one to internalize.China's participation in the process of global governance is based on China's strength and ability.In the process of the formation of the global governance system,China is not only the "institutional proliferator" of global governance,but also the "benefit spillover" and the value innovator of the global governance system.These three aspects highlight China's unique innovative role in the process of global governance system generation.

Artificial intelligence, which leads and drives the development of disruptive technologies in the future world,has ideological attributes such as data hegemony,cultural soft power and value shaping.It is widely used in people's production,life and learning,and will inevitably lead to the decline of political leadership,the weakening of ideological cohesion,the loss of moral direction and the failure of legal regulationin the ideological field.We should be alert to technological fetishism and ideological risks under the control of capital logic,and strengthen the voice of mainstream ideology in the application of intelligent technology.Establishing a regulator for the dynamic balance between intelligent push and public responsibility,building a moral "moat" for artificial intelligence,and reinforcing law networkare inevitable measures to effectively deal with the ideological risks of artificial intelligence,demonstrate technological advantages, and ensure the healthy development of artificial intelligence technology.

A sound accountability mechanism is not only an important means to eliminate responsibility avoidance at the grass-roots level,but also a key starting point to promote the modernization of the grass-roots governance system and governance capacity.However,the excessive "instrumentalization" of accountability in strengthening the accountability mechanism by local governments has caused grass-roots governments toeither avoid responsibility beforehand or passively avoid responsibility.The imbalance of government power and responsibility in grass-roots governance and the limited rationality of behavioral agents together give rise to the grass-roots responsibility avoidance,while informal relations,information asymmetry and consistency of interests provide a feasible space for it.Grass-roots responsibility avoidance and accountability are not in a one-way "problem-means"relationship.While accountability eliminates grass-roots responsibility avoidance,grass-roots responsibility avoidance can also promote the cognition of the value of the object behavior of accountability,the way of subject effectiveness assessment and the adjustment and optimization of the operating mechanism.It is necessary to optimize the top-level design of the accountability system according to the actual needs of governance,strengthen the internal communication in the implementation of accountability,face up to the limited rational characteristics of the governance subjects at the grass-roots level,and look for the key points of the balance between the two in the process of optimizing the accountability mechanism and evading responsibility avoidance at the grass-roots level.

To foster a strong sense of community of Chinese nation is not only a political requirement,but also an ethical demand,which contains deep ethical values.It is a huge systematic project to foster a strong sense of community of Chinese nation in the new era,which needs not only to explore its solid foundation from the social source of ethical values,but also to implement these ethical values in specific social practice.Exploring the ethical basis for fostering the sense of community of Chinese nation is a new attempt to enrich the national theory in the new era,which aims to perfect the socialist national theory with Chinese characteristics in terms of ethical value,ethical spirit and ethical path.Symbiosis,friendliness and unity,as the ethical value of the community of Chinese nation,play a guiding role; inclusivism,mutual assistance and respect,as the ethical spirit,play a supporting role; and responsibility and development,as the ethical path,have specific practical functions.

Artificial intelligence has promoted the reform of government governance and the development of supervision to the direction of intelligence.Realizing the connection of various types of supervision is one of the basic requirements of the report of the 19th CPC National Congress.Artificial intelligence technology reflects the logic of legitimacy that meets the needs of reality,the logic of empowerment that highlights the effectiveness and the value logic manifesting people's principal status in promoting the connection of multiple types of supervision.However,it has also encountered multiple obstacles in the use of artificial intelligence technology to promote the connection of multiple types of supervision:data black box,ethical risks,the lack of intelligent talents and institutional security and insufficient coherent synergy.Therefore,efforts should be devoted to cracking the data black box,strengthening ethical reflection,enhancing system construction,training AI talents,and perfecting the promotion mechanism to enhance the connection of the supervision system.
