In modern countries,the democratic system is mainly reflected in representative democracy.People participate in public affairs through people's representatives,and the expression of public opinion has become the most critical link in the representative democracy system.The success of representative democracy depends on whether real public opinion can be expressed.The popularization of network technology has brought about great changes in the way of expression of public opinion.From the ways of expression on behalf of people's representatives and letters and visits in the past,various network channels have been expanded:web pages,Wechat,Weibo,short videos,public accounts,etc.,may become tools of expression of public opinion.In the new media environment,in order to promote the process of political democratization,we can make efforts to innovate democratic mechanisms so as to understand and respond to real public opinions rapidly.Public opinion is the sum of people's beliefs,attitudes,wills and emotions about various phenomena and problems in the society.Around the occurrence,development and change of social events,people's social and political attitudes toward social managers will intensify social contradictions and endanger social harmony.Although public opinion may be distorted,it also reflects real social problems.In the system design,public opinion response should be combined with democratic system innovation.To be specific,committees of "Public Opinion Analysis and Dialogue" can be set up under the Standing Committee of the National People's Congress and the Standing Committee at the provincial,municipal and county level to filter out real public opinions.Instructions can be given to relevant administrative,supervisory,judicial,and procuratorial organs to solve these social problems reflected in public opinions.Such a system design is conducive to timely understanding and responding to public opinion,speeding up the process of political democratization,better responding to public opinion,solving practical problems in people's lives,and enhancing social harmony and stability.

State-nation goes with nation-state,which is a national community in the form of state.Whether it is a native nation-state or an imitative one,the political attributes of the nation-state do not arise naturally,but undergo a process of artificial construction,that is,the nation-state construction.The construction includes the shaping of the national concept and the integration of the national entity.The former belongs to the core construction of the state-nation,which aims to condense the national concept and value consensus,and strengthen the sense of belonging and national identity of the national members;the latter belongs to the exterior construction of the state-nation,which aims to integrate different ethnic groups with cultural differences in the state into a unified nation through the coordination of inter-ethnic relationship,and cultivate the national character of the subject of national identity.The two aspects of conceptual shaping and entity integration are closely related,nested and complementary,and jointly contribute to the maintenance and preservation of the national community.In the contemporary era when the ethnic structure within a modern nation-state is characterized by multi-ethnic groups,it is of great value to discuss the issues of national ethnicity and its construction.

The formation of internal institutions is often supplied by the community (government),but the anarchy of the international community is mostly formed by the negotiation and transfer of some rights by various actors in order to obtain greater benefits from the cooperative international community.Of course,there is also a part that is caused by the spillover of the internal system of the big countries on the one hand and the internalization of the existing system by the weak and small countries on the other hand.However,the systems generated by these two situations are deeply marked with the brand of a big country,which will lead to "privatization" of public goods in the international system.China is the latecomer of global governance.China's role in the formation of the global governance system is neither an institutional spillover nor a simple one to internalize.China's participation in the process of global governance is based on China's strength and ability.In the process of the formation of the global governance system,China is not only the "institutional proliferator" of global governance,but also the "benefit spillover" and the value innovator of the global governance system.These three aspects highlight China's unique innovative role in the process of global governance system generation.
