    Towards Holistic Intelligent Governance:the Transformation of Primary-level Governance from the Perspective of National Governance

    Problems in primary-level governance can be solved by adjusting its structure,based on the evolution of the relationship between political parties,government and society from the perspective of national governance to build a theoretical analysis framework for overall governance,which gives a new contemporary connotation and practical significance to the modernization of primary-level governance.Holistic governance,with the coordination of political parties,government and society,promotes vertical national integration and horizontal social integration under the guidance of political parties,so as to achieve the balance between potential energy,efficiency and kinetic energy and maintain the "multi-dimensional co-governance" pattern,showing the unique advantages of China's governance.Contemporary digital technology is increasingly penetrating into different levels and dimensions of public governance,and with the potential energy of digital technology,it promotes the efficiency of primary-level governance and then shapes a new path for the modernization of primary-level governance with holistic intelligent governance.The practice of our Party and government to promote the modernization of primary-level governance has gone through several models:from the "single governance" under the political logic of the Party before the reform and opening up,the "integrated governance of the Party and the government" under the logic of the bureaucracy since the reform and opening up,to the "holistic intelligent governance" under the collaborative logic in the new era.Intelligent governance based on the holistic perspective helps to form a high-quality governance model of "Party and government integration" featuring "strong political parties,promising government,and effective society",and with digital technology,it promotes the modernization of primary-level governance.

    Rational Thinking and Practical Management of Teachers' Workload in the Age of Digital Technology

    Teachers' workload is not a product of modern education;it has emerged with the emergence of schools and full-time teachers.Later,it changed with the changes in social environment and teaching technology.Under the trend of digital education,digital technology is profoundly changing the form of teachers' workload.From the perspective of "accelerated critical theory" and path dependence,in the long run,digital technology can reduce teachers' workload and improve work efficiency in the whole teaching process from pre-class preparation to effect evaluation.Although the application of digital technology has promoted the reform and development of education,and also provided more teaching resources and tools for teachers,it cannot completely reduce teachers' workload independently.In this regard,education management departments and schools should strengthen the construction of digital infrastructure,formulate standards and management norms for digital teaching resources,explore long-term mechanisms for workload reduction by digital means,and assist teachers to improve their digital technology capabilities.Teachers should break through path dependence,actively learn and apply new digital technologies while continuously improving their practical and management abilities in digital technology.The three parties should fulfill their main responsibilities and form a joint force to fully leverage the supportive role of digital technology in educational practice.

    Conflict Resolution in Property Management from the Perspective of Community Governance Modernization:Differentiation Model and Internal Logic

    As an important part of the modernization of the national governance system and governance capabilities,community governance lies in the effective implementation of community property management and services.The effectiveness of property management not only directly affects the quality of people's lives,but is also closely related to the stability of grassroots society.From a meso perspective,by sorting out the main conflicts in property management,we can summarize the reasons for the conflicts in property management at different stages of community development and under the relationship of multiple interest entities.Based on the "principal-agent" theory,and by analyzing the two key elements of "the degree of principal-agent" and "the relationship between governance entities",four property management models are divided:market competition type,owner autonomy type,government taking the lead type,and party building leading type.Different property management models have their own characteristics and are suitable for solving different types of property management conflicts.Faced with the new needs and new challenges of community governance in the new era,the resolution of conflicts in property management needs to follow the internal logic of "conflicts identification - type generalization - pattern matching".Based on the conflicts,we can select an appropriate property management model according to specific circumstances,so as to effectively solve various conflicts and realize the modernization of community governance.

    The New Trend and Governance Implications of the Social Relations of the Atomized Farmers:A Social Survey Based on Village Q in Northern Hunan Province

    Based on a social survey in Village Q in northern Hunan,using the "four-dimensional social relations" theory as an analytical framework,we examined the social relations of the atomized farmers (scattered farmers).It is found that the social relations of "blood-marriage-geography - friendship" of the atomized farmers has disintegrated and was reconstructed into "inner-relatives (relatives related to the same clan) - outer-relatives (relatives related to female members of the family) - geography - friendship" social relationship.The blood relation of the family clan of the atomized farmers,including the five upper and lower generations with the present generation as the start in Chinese tradition,has disintegrated,and marriage relation was stronger than blood relation;blood relation and marriage relation are integrated with each other,and the concepts such as inner-relatives identification and outer-relatives identification are derived.The social relations of the atomized farmers still have differential order characteristics:the inner-relatives relation within two generations is in the core layer of their social relations;the geographical relation is at the outermost layer;the outer-relative relation and the friendship relation are in the middle and there is little difference between the two.In response to the new trend of the social relations of the atomized farmers,we should make full use of their highly shared concepts of inner-relatives identification,enhance their willingness and endogenous motivation to actively participate in rural governance,and help build a modern rural governance system that combines "autonomy,rule of virtue,and rule of law".

    Aiming at poverty alleviation and development in ethnic minority areas,there are mainly two interpretation modes:the economic and social structure perspective and the cultural perspective.In the process of poverty alleviation and development,some cultural factors in ethnic areas are often regarded as "poverty culture" and become the object of modernity transformation.However,while the ethnic minority areas and their people recognize the value of modernity,they also respond to or even resist the measures taken for the transformation of modernity,which has caused a dilemma in carrying out poverty alleviation and development policy.From the dual perspectives of modernity and locality,the internal connection between modernity and state power,and the integral operation of state power have become the basic tension between the value of modernity and local culture.Entering the stage of al-round rural revitalization,ethnic minority areas should maintain the dual consciousness of modernity and locality,re-recognize and strengthen national cultural values and cultural identity in rural revitalization,and promote the creative transformation and innovative development of excellent culture,so as to accelerate the rural revitalization in ethnic minority areas.

    The Vacancy of Rural Cultural Activity Center and Its Governance—A Case Study Based on Embeddedness Theory

    At present,some local rural cultural activity centers are faced withthe site,building,and function vacancy without real embeddedness into real rural life,which needs urgent governance.From the perspective of embeddedness theory,this paper constructs an interpretation framework of "embedded environment-embedded process-embedded result",and analyzes the evolution process of L village cultural activity center in D county from the initial vacancy to "suspended embedding" and then to "substantial embedding" rural life.The governance logic of the vacancy of rural cultural activity center is found in the embedded environment which is the root of the vacancy;the optimization of embedded process and the improvement of embedded environment which is the governance path;the key factor of supervision which causes the change of embedded process and the embedded environment;and the internal embedded forces which drive rural industry,improve living standards and satisfy local culture and entertainment.The key to the governance of rural cultural activity center lies in the supervision and political pressure to force the grass-roots level to optimize the embedded process,and the multiple measures to strengthen the embeddedness in the dimensions of structure,relationship,cognition and so on.At the same time,it is supplemented by industrial revitalization and promotion of cultural demand to stimulate the internal driving force,and finally achieve substantive embeddedness.
