Paradigm Reconfiguration and Mechanistic Innovation in Agile Governance for Higher Education in the Digital-Intelligence Age

Abstract: The deep-seated transformation of the educational ecology driven by digital-intelligence technologies has engendered a profound adaptive crisis within conventional higher education governance paradigms,elevating the modernization of governance capacity to a paramount imperative."Agile Governance",characterized by rapid sensemaking,flexible responsiveness,effective adaptation,and sustained innovation,exhibits a strong intrinsic affinity with the governance of higher education—a sphere defined by its distinctive academic,professional,and public nature.It thus presents a novel paradigmatic avenue for confronting emerging challenges and resolving unprecedented issues.The core architecture of agile governance in this context entails three synergistic mechanistic innovations:first,the establishment of a dynamic sensemaking-response mechanism,rebuilt upon a data middle platform and integrating continuous environmental scanning,intelligent analytics,anticipatory signaling,agile decision cycles,context-sensitive execution,and iterative optimization;second,the reconfiguration of a multi-stakeholder co-governance and competency-alignment mechanism,achieved by dismantling rigid hierarchies through vertical subsidiarity and horizontal synergistic integration,thereby ensuring congruence among authority,responsibility,and benefit;third,the construction of a robust digital infrastructure mechanism that underpins evidence-based policymaking through the synthesis of ecosystem-wide data streams and advanced intelligent technologies.Accordingly,the operationalization of this agile governance paradigm reconfiguration necessitates a coherent strategy involving institutional redesign,organizational metamorphosis,stakeholder orchestration,and cultural incubation.This strategy aims to cultivate a regulatory framework that balances elastic guidance with intelligent tolerance for experimentation,foster flat and adaptive organizational platforms,galvanize the collective agency inherent in polycentric governance,and nurture a pervasive cultural ethos of agility.The ultimate objective is to catalyze a fundamental shift from a static,regulatory model to a dynamic,adaptive paradigm,thereby sculpting a new landscape for modern higher education governance.
